Assemblies
I Assembly (Constituent) has taken place on December, 5, 1992 in Odessa.
There was signed the Statute and the Constituent contract about IBSC creation and activity. There was accepted a decision to determine the location of the executive office the city of Varna, Bulgaria. The mayor of Varna Mr. Kirchev has been elected a Chairman for the first term. There were solved organizational questions on Club’s registration, entrance fees payment (25000 $), and Executive Directorate formation.
The Executive Directorate was offered to generate the commissions and to prepare joint actions projects in the field of regional economy, business, ecology, science, and culture. To hold II IBSC Assembly in May, 1993, in Constanta, Romania.
II Assembly has taken place in June, 1993, in Constanta, Romania.
There were solved organizational and technical issues of the Club’s activity, including:
* Groups of experts creation on Club’s activity directions for programs development.
III Assembly has taken place in December, 1993, in Varna, Bulgaria.
There were solved technical and organizational issues of the Club’s activity:
* There was chosen the Board and the Controller
* There were approved basic directions for the IBSC projects development
* There was confirmed a program of the Club’s activity for the period from 1.01.1994 till 31.12.1994
* Samsun, Turkey, was accepted as the IBSC member
During this period the IBSC has been accepted as the official observer in the intergovernmental organization “Black Sea Economic Cooperation” (BSEC). Under the members of Taganrog delegation initiative there was made a decision on more active participation in the BSEC Council activities, coordination of the Club’s activity with other international institutions.
IV Assembly was held in April, 1994, in Piraeus, Greece.
There was accepted the program of the previous Assemblies decisions realization on the following directions:
* Ecology
* Education
* Navigation
* Holding of the theatrical festival
* Newsletter release
* Telecommunications development
There was approved the rate of an annual fee - 5000 US dollars.
The city of Galati, Romania, was accepted as a Club’s member.
The IBSC cities-members business circles representatives, which were present in the delegations, have concluded a number of contracts and considered some issues of perspective economic relations. In particular, it was planned to open a new line on sea container transportations between Piraeus and Taganrog.
V Assembly was held in June, 1995, in Taganrog. There were discussed issues of the IBSC program performance and Club’s activity strategy till the year 2000. According to the rotation, the mayor of Odessa Eduard Gurvits was elected the IBSC President.
The cities of Azov (Russia) and Yuzhniy (Ukraine) were accepted as the Club’s members.
VI Assembly has taken place in Piraeus, Greece.
There was accepted the Club’s working program for the year 1997 and were solved some questions concerning the IBSC cities-members interaction.
VII Assembly was held in Izmit, Turkey, from October, 30 till November, 2, 1997.
VIII Assembly has taken place in Odessa, Ukraine, on November, 20-22, 1998. The mayor of Taganrog Sergey Ivanovich Shilo was elected the IBSC President for the next term.
IX Assembly has taken place on July, 1-4, 1999, in Mariupol (Ukraine). The Italian city Trieste was accepted in the IBSC. There was established a newspaper “IBSC News”.
X Assembly has taken place on September, 24-25, 1999, in Nikolaev (Ukraine). The Governor of Nikolaev region visited the Assembly and read the President’s of Ukraine greeting to all the participants. On the given Assembly there were made the following decisions: IBSC Business Council creation, the IBSC newspaper editorial council statement. Also there was accepted a number of references. By X Assembly there was edited the first number of the newspaper “IBSC News”.
XI Assembly and 1st Meeting of the Business Council have taken place in Trieste (Italy), on May, 26-27, 2000. Sebastopol (Ukraine) was accepted in the IBSC. The mayor of Trieste (Italy) became a member of the Board. On the Assembly were solved a lot of important problems facing to the Club.
XII Assembly and 2nd Meeting of the Business Council have been organized in Azov (Russia), on October, 6-8, 2000. In the agenda of the Assembly the following questions were submitted:
* About the organization of the annual conference in Trieste (Italy) on the questions of navigation and transport
* About participation in the EU programs for the newly created countries
* About the navigable companies attraction to the cargoes transportations between ports of Azov, Rostov, Taganrog and ports of the IBSC cities-members
* Modern GIS-TECHNOLOGIES for the modern city problems solution
XIII Assembly was held in Taganrog, Russia, in May, 2002.
XIV Assembly has taken place on November, 6-8, 2003 in Nikolaev, Ukraine, where was elected the IBSC Executive director - Kopeyka I.N. - director of the Regional Foundation for Entrepreneurial Support in Nikolayev region.
XV Assembly has been held on September, 24-27, 2004, in Kavala, Greece.
XVI Assembly took place on November, 11-13, 2005, in Trabzon, Turkey.
XVII Assembly was held on June, 2-6, 2006, in Odessa, Ukraine.
XVIII Assembly has been held on March, 29 - April,1, 2007, in Yalta, Ukraine.
All that is done by the International Black Sea Club within the framework of social and economic, scientific and technical, and cultural cooperation is directed only on all the Club’s cities-members development and prosperity and the Black Sea region countries as a whole.
